Jorge is a graduate from the Instituto Tecnológico of León’ where he studied Industrial Engineering. He has a master’s in business administration (MBA) from the Instituto de Estudios Bursátiles of Madrid in Spain, as well from the Universdad de la Salle Bajío where he studied his master’s degree in Administrative Engineering and Quality. In 2018 he graduated from the TEC BEYOND innovation program taught by the Instituto Tecnológico de Monterrey, Campus León, an institution that led him to be part of The Go Beyond Circle.


For 14 years, as General Director of the Institute of Financing and Information for Education (EDUCAFIN) now known as JuventudEsGto, Jorge promoted several projects that expanded the tools for the academic and professional development of the students of Guanajuato. 


A stand-out project for Jorge includes the diversification of the educational credit portfolio to meet greater needs of population and the empowerment of the Institute with the Unique Scholarship System (SUBE) delivery of uniforms and electronic tablets for the digital inclusion of the students, the internationalization of youth, with support through starter mobility, cultural immersion, volunteering, and professionalization. To strengthen the internationalization of youth, the Institute implemented the Export Talents initiative that meet in a creative way with the Leaders of Tomorrow, Greatness of Mexico program to support Guanajuato talent from vulnerable sectors with a 100% scholarship for studies at the Instituto Tecnológico de Monterrey. He is also creator of seven social leadership networks, especially for youth.


From 2007-2016, he was Treasurer of the State Commission for higher education planning A.C. From 2012-2016, he also served as Treasurer of the State Commission for the Planning and Programming of High School Education.


In 2011 he became the founding President of the Mexican Association of Educational Credit Institutes (AMICE). From 2016-2018 he held the Second Vice Presidency of the Board of Directors of the Pan-American Association of Educational Credit Institutes (ÁPICE). From 2014 to today, he is a partner of Negocios BIZ, S.A. de C.V., a financial factoring company.

Jorge's professional and academic development have allowed him to strengthen his experience in the administration of public institutions, the promotion of entrepreneurship, public and diplomatic relations, innovate in social programs, and boost the empowerment of youth.
