Luis Armando Flores Sanchez has a BA in graphic design from “La Salle Bajío” University, a postgraduate degree in advertising and communication from the “Pompeu Fabrá ELISAVA” University in Barcelona, Spain. Certified in Public Youth Policies and Result-Based Budget by “UNAM”.

He is the Director of Internationalization of the Ministry of Education of the State of Guanajuato, area in charge of building strategic alliances and projects with international actors that promote the development of the academic community in the state.

Director of liaison, Manager of institutional linking and internationalization programs of the Institute of Financing and Information for Education “EDUCAFIN-SUBE”, Former Director of the Youth Institute of Guanajuato, Manager of public policies for youth development of the State.

Project manager in the Ministry of Social and Human Development of the State, je has experience in the health sector from his activities in the Ministry of as well as the Mexican Institute of Social Security as an adviser of the Director of evaluation of Delegations.

Artistic Director at the “OBC Advertising Agency” in the city of Monterrey, Nuevo León. He is responsible for the advertising and communication of the agency's portfolio such as “Sigma Alimentos”, “Amway” and “PASA”.

Responsible of the graphic design area, image and web applications for the Export Innovation Center, “COFOCECIEX” – Promotion of Foreign Trade Coordinator.
