With more than 30 representatives, the Philippine government’s Commission on Higher Education (CHED) will be our largest international delegation at BCIEW. Attorney Lily Freida Milla is the Deputy Executive Director and Director for International Affairs Service for CHED, and she will lead a presentation on the Philippine government’s internationalization strategic priorities (June 27).

He graduated from Central Luzon State University - Philippines with a degree of Bachelor of Science in Fisheries in 2004 and got his license as Registered Fisheries Technologist in the same year. He obtained his Master of Science and Doctor of Philosophy in Aquaculture at the Department of Aquaculture, National Taiwan Ocean University, Keelung, Taiwan in 2008 and 2015, respectively. He is holding Professor VI position and designated as University Director for Public Relations and External Linkages and is concurrently designated as Dean of the Institute of Fisheries and Director of the Freshwater Fisheries Center (a center under the Regional Niche Center for R&D (NICER) Program of Department of Science and Technology) at Isabela State University, Echague, Isabela, Philippines. He is the Program/Project Leader in several research studies on the development of feed diet and alternative technology on fish production funded by ISU and DOST-PCAARRD. In addition, he finished the Short Course Fellowship Program (Orange Knowledge Program) on Ecosystem Approach to Fisheries at the Wageningen Centre for Development Innovation, Netherlands in 2018. His expertise encompasses the field of aquaculture management, particularly on feed and nutrition and fish/shellfish immunology (fish vaccine production).

Commissioner Darilag earned his Doctorate in Educational Leadership and Management and a Master of Education from De La Salle University – Manila. He also has a Master’s degree in Medical Technology at the University of Santo Tomas. He is a Certified Human Resources Professional, a Registered Medical Technologist and a Registered Nurse.

Commissioner Aldrin Arenas Darilag works as the Oversight Commissioner for Teacher Education and Teacher Quality, Gender and Development, Extension Programs for State Universities and Colleges, and the Southeast Asian Regional Centre for Tropical Biology (SEAMEO Biotrop).

Recently, he has spearheaded the Eastern Visayas Higher Education Institutions - Flexible Learning Management Systems Consortium in Region VIII, leading the Working on Resilience and Innovation for Teaching Excellence in Region XI, and organizing a region-wide flexible learning initiatives and consortium programs of the 170 higher education institutions of Region V in partnership with the Bicol Foundation for Higher Education.

He joined as a faculty member of Bohol Island State University in year 2010.He is an active member to some national organizations in field of business, hospitality and tourism. He also obtained Level 4 Royal Institution Singapore International Certification in the field of Management given by the Royal Institution, Singapore. I am MARIA LUZ DELSON FANG-ASAN, 58 years old, married with four independent children, and a member of the Kankanaey ethno-linguistic group in Northern Luzon, Philippines. I hold the degrees Doctor of Philosophy in Rural Development from Benguet State University (BSU 1996), Master of Science in Human Settlements Development from the Asian Institute of Technology (AIT 1986), and Bachelor of Science in Agriculture (cum laude) from Mountain State Agricultural College (MSAC now BSU 1983). I have a Career Service Executive Eligibility, Professional License as Agriculturist, and Professional Civil Service Eligibility.

I started as Assistant Instructor in 1983, gradually climbed the academic ranks, and became a full-fledged professor in 2009. I teach undergraduate and graduate classes in Agriculture, Development Communication, and Rural Development. I have also been conducting research and extension activities to serve other clienteles.

Aside from the mandatory duties of a faculty member, I was entrusted with administrative assignments from which I have learned lessons on running the affairs of delivery units in the university. It was in these assignments that I have accomplished my significant contributions to BSU and her clienteles. I am currently Director of the International Relations Office under the direct supervision of the University President.

Dr. Christine Nabor-Ferrer is a faculty of the College of Education of the Tarlac Agricultural University and currently serves as the Director for External Linkages and International Affairs (ELIA). She finished her Doctor of Education, Major in Educational Management at the Pangasinan State University in 2009, and earned special program certificates on Communication Series Program (2010) at the Ateneo de Manila Graduate School of Business, ASEAN Leaders Program (2016) in Singapore and New York from Common Purpose and ASEAN Foundation, and Internationalization of Higher Education (2017) in Canada from the Canadian Bureau of International Education and the Commission on Higher Education.

She is also chosen as one of the 2021 cohort of Southeast Asian (SEA) Women in Education, an initiative by the Young Southeast Asia Leaders Initiative (YSEALI) Women's Leadership Academy Alumni Network, and backed by the U.S. Mission to ASEAN, Wedu, a women's leadership non-profit in Asia, and Tyne Solutions.

As an internationalization advocate, Dr. Ferrer is also engaged in mentoring other higher education institutions in the country in capacitating their international relations office on the development of their strategic internationalization program, implementation of partnership and mobility activities for institutional development, and integration of the Global Goals (UN SDGs) in university academic, research and community engagement initiatives. She is also the university focal person and overall coordinator for international rankings and assessment such as Quacquarelli Symonds (QS) Stars, Times Higher Education (THE) Impact Rankings, World Universities with Real Impact (WURI), and UI Greenmetrics World University Rankings, among others.

Dr. Merian P. Catajay-Mani is the current President of Romblon State University. She served also as the President of Marinduque State College from September 2015- to July 2020. Team builder, environmental advocate, academic leader, GAD advocate, community organizer, motivation speaker, and consultant to several organizations, she is beyond a doubt the embodiment of a 21st century woman. She travelled as resource person in the Philippines and 15 other countries including CANADA and USA. In addition, she has been actively involved in NGO’s campaign for environmental protection and social justice, and on women’s empowerment among international women’s groups. Since 2013, she has served as a CSO representative in the PH-EITI alongside being a member of the BK-PWYP board of directors. Through Bantay Kita, she was sent to several speaking engagements on topics such as PH-EITI report, environmental issues, transparency, and accountability in the extractive industry and the like. In 2014, she was invited as one of the resource persons in the CSO Empowerment on El Transparency Initiative in Papua New Guinea. She also partook in the study tour on Extractive Industry Revenue Transparency at Indonesia hosted by the Gadja Mada University, Yogyakarta and attended the Asia Pacific Civil Society Regional Workshop on Extractives and the EITI in Yangon, Myanmar and spoke at the APEC Conference in Vietnam on plight of women in the extractive industry.

EDUCATIONAL ATTAINMENT: Engr. Reynaldo Perez-Ramos has completed a PhD program (2005-2010) in Built Environment at Ulster University, Northern Ireland, UK. He also pursued a 2-year Master’s by Research in Environmental Engineering (2002-2004) at the University of Queensland, Australia as well as Urban Planning Postgraduate Program (1991-192) at the Asian Institute of Technology (Thailand). Dr. Ramos is an alumnus of the Technological University of the Philippines (TUP) – Manila with the BS Degree in Civil Engineering (1989) and 3-year Diploma in Civil Technology (1985, with honors).

PROFESSIONAL CAREER: Since 2015, Dr. Ramos is a full-time faculty member of the Romblon State University (RSU). Prior to his current designation, Dr. Ramos was the Director for Planning & Development, Head of the Intellectual Property Unit, and QMR for the university’s ISO 9001 QMS certification. Dr. Ramos is also a licensed Environmental Planner, EIA Preparer recognized by DENR-EMB Central Office. He is also an Accreditor for state colleges and universities; and one of the few engineers chosen by Philippine Association of State Colleges and Universities (PASUC) as Quality Assurance Engineer for UNDP-DILG provincial road projects in MIMAROPA Region.

Prior to his academic work at the Romblon State University, Dr. Ramos was a professorial lecturer at Graduate School of the Technological University of the Philippines (TUP)-Manila and at the Rizal Technological University (RTU) civil engineering undergraduate program. He also served as the Planning Officer of the Pasig River Rehabilitation Commission; as the Principal Environmental Specialist of AECOM-Philippines, and he was the Urban Planner of the Subic Bay Metropolitan Authority (SBMA). Dr. Ramos was the first officer-in-charge in the cityhood preparation of Makati municipal government. Some of the notable projects that Dr. Ramos was involved in the past as Program Manager/Coordinator: The Upper Marikina Watershed Management Plan, EIA Studies for Silangan Copper-Gold Mining Project and the Sagittarius Tampakan Mining in Mindanao; Pre-Feasibility and Master Planning of the Philippine Navy Facility in Lapu-lapu City; ISO 14001 Certification of Land Bank of the Philippines – Central Office; Feasibility Study of the Proposed Cebu Light Rail Transport System; Road Infrastructure Improvement Master Plan for Cebu City Upland Barangays; and the Proposed Rehabilitation of Bridges in Northern Luzon.
