With more than 30 representatives, the Philippine government’s Commission on Higher Education (CHED) will be our largest international delegation at BCIEW. Attorney Lily Freida Milla is the Deputy Executive Director and Director for International Affairs Service for CHED, and she will lead a presentation on the Philippine government’s internationalization strategic priorities (June 27).

Faustito earned a Bachelor of Science in Community Development at the University of the Philippines.
He completed his Master's degree in Rural Development at the Eastern Visyas State University. At the moment, he is finishing his PhD in Rural Development at the Central Luzon State University in Nueva Ecija, Luzon, Philippines.
His interests encompass Community Development, Community Organizing, Events Management and Disaster Risk Reduction.

Rosette Eira Camus is Director of International Career and Exchange Programs of Mapua University. She is responsible for the development of international programs and career development to help graduates in their global career.
Her journey as the internationalization champion began with her appointment as the Director of Career Services in 2012. She initiated international plant visits, student exchange programs and the international internship program with Automotive Continental Japan. From 2014 to June 2018, she also handled the Admission and Scholarship on top of the international programs and career services. She also worked as a faculty member of the School of Information Technology beginning and the Mathematics Department.
Commissioner Darilag earned his Doctorate in Educational Leadership and Management and a Master of Education from De La Salle University – Manila. He also has a Master’s degree in Medical Technology at the University of Santo Tomas. He is a Certified Human Resources Professional, a Registered Medical Technologist and a Registered Nurse.
Commissioner Aldrin Arenas Darilag works as the Oversight Commissioner for Teacher Education and Teacher Quality, Gender and Development, Extension Programs for State Universities and Colleges, and the Southeast Asian Regional Centre for Tropical Biology (SEAMEO Biotrop).
Recently, he has spearheaded the Eastern Visayas Higher Education Institutions - Flexible Learning Management Systems Consortium in Region VIII, leading the Working on Resilience and Innovation for Teaching Excellence in Region XI, and organizing a region-wide flexible learning initiatives and consortium programs of the 170 higher education institutions of Region V in partnership with the Bicol Foundation for Higher Education.
He joined as a faculty member of Bohol Island State University in year 2010.He is an active member to some national organizations in field of business, hospitality and tourism. He also obtained Level 4 Royal Institution Singapore International Certification in the field of Management given by the Royal Institution, Singapore. Another certification he earned is the Certified Tourism Professionals (CTP) certificate awarded from the Institute of Tourism and Hospitality Professionals –Philippines globally recognized credential in the marketplace as the most relevant qualification for a career in tourism. A recipient of K-12 Scholarship grant program of the Commission on Higher Education Philippines and a former program chairperson of BS in Tourism Management at Bohol Island State University Main Campus.
At present he is the current Director in International Relations of the university and at the same time liaison officer designate of the university to the Bureau of Immigration tasked to assist the local student for international internship deployment and facilitating incoming foreign students who wish to enroll in Bohol Island State University.
FRANCIS A. DELUSA, D.M.
I started as Assistant Instructor in 1983, gradually climbed the academic ranks, and became a full-fledged professor in 2009. I teach undergraduate and graduate classes in Agriculture, Development Communication, and Rural Development. I have also been conducting research and extension activities to serve other clienteles.
Aside from the mandatory duties of a faculty member, I was entrusted with administrative assignments from which I have learned lessons on running the affairs of delivery units in the university. It was in these assignments that I have accomplished my significant contributions to BSU and her clienteles. I am currently Director of the International Relations Office under the direct supervision of the University President.
She is also chosen as one of the 2021 cohort of Southeast Asian (SEA) Women in Education, an initiative by the Young Southeast Asia Leaders Initiative (YSEALI) Women's Leadership Academy Alumni Network, and backed by the U.S. Mission to ASEAN, Wedu, a women's leadership non-profit in Asia, and Tyne Solutions.
As an internationalization advocate, Dr. Ferrer is also engaged in mentoring other higher education institutions in the country in capacitating their international relations office on the development of their strategic internationalization program, implementation of partnership and mobility activities for institutional development, and integration of the Global Goals (UN SDGs) in university academic, research and community engagement initiatives. She is also the university focal person and overall coordinator for international rankings and assessment such as Quacquarelli Symonds (QS) Stars, Times Higher Education (THE) Impact Rankings, World Universities with Real Impact (WURI), and UI Greenmetrics World University Rankings, among others.
She is a graduate of Doctor of Philosophy in Educational Management in Saint Louis University, Baguio City; Executive Masters in Business in Administration from the Asian Institute of Management. She also joined the Executive Course for Philippine Education Leaders in the National University Singapore-School of Continuing and Lifelong Education (SCALE); and also took the Leadership Development Program for Presidents in Denmark, organized by the International Association of University Presidents.
He taught in Gyeongju University in Gyeongju, Korea in 2013. He taught business subjects for two years in the world-class School of Business Administration at the Dankook University, Yongin, South Korea.
He is an active member of the Association of Filipino Educators in Korea, where he served as a secretary for 3 years, and the Council of ASEAN Professors in Korea. He is also secretary of the P2A Philippines and the country representative to the international secretariat of ASEAN-recognized organization, Passage to ASEAN (P2A). He is a member of the board of directors of the Mecosono Chamber Orchestra in the Philippines.
He received his Bachelor of Arts in Philosophy in Saint Louis University, Baguio City, Philippines, as well as MA in Education Management and PhD in Educational Management (magna cum laude). He also received his MBA from Asian Institute of Management.
PROFESSIONAL CAREER: Since 2015, Dr. Ramos is a full-time faculty member of the Romblon State University (RSU). Prior to his current designation, Dr. Ramos was the Director for Planning & Development, Head of the Intellectual Property Unit, and QMR for the university’s ISO 9001 QMS certification. Dr. Ramos is also a licensed Environmental Planner, EIA Preparer recognized by DENR-EMB Central Office. He is also an Accreditor for state colleges and universities; and one of the few engineers chosen by Philippine Association of State Colleges and Universities (PASUC) as Quality Assurance Engineer for UNDP-DILG provincial road projects in MIMAROPA Region.
Prior to his academic work at the Romblon State University, Dr. Ramos was a professorial lecturer at Graduate School of the Technological University of the Philippines (TUP)-Manila and at the Rizal Technological University (RTU) civil engineering undergraduate program. He also served as the Planning Officer of the Pasig River Rehabilitation Commission; as the Principal Environmental Specialist of AECOM-Philippines, and he was the Urban Planner of the Subic Bay Metropolitan Authority (SBMA). Dr. Ramos was the first officer-in-charge in the cityhood preparation of Makati municipal government. Some of the notable projects that Dr. Ramos was involved in the past as Program Manager/Coordinator: The Upper Marikina Watershed Management Plan, EIA Studies for Silangan Copper-Gold Mining Project and the Sagittarius Tampakan Mining in Mindanao; Pre-Feasibility and Master Planning of the Philippine Navy Facility in Lapu-lapu City; ISO 14001 Certification of Land Bank of the Philippines – Central Office; Feasibility Study of the Proposed Cebu Light Rail Transport System; Road Infrastructure Improvement Master Plan for Cebu City Upland Barangays; and the Proposed Rehabilitation of Bridges in Northern Luzon.
In terms of professional membership, Dr. Ramos is a member of the following: The International Academic Forum (IAFOR), Japan (2020-2022); International Society of City and Regional Planners (ISOCARP), The Netherlands, 2020-2022; Philippine Institute of Civil Engineers (PICE); Philippine Institute of Environmental Planners (PIEP); Asian Institute of Technology Alumni Association- Philippine Chapter, 2011-present; Philippine-Australian Alumni Association, Inc. (P3Ai); and Networked Digital Library for Theses and Dissertations (NDLTD), USA.
Prior to joining RSU, he was the Resident Legal Counsel and Compliance Officer for Privacy of Lyceum of the Philippines University (LPU)-Manila, and Department Chair at the College of International Relations and Chair of the Quality Circle on Research.
Atty. Glenn served as Presidential Staff Officer V at the Presidential Management Staff of the Office of the President of the Republic of the Philippines where he prepared Briefing Notes for the President and inputs to the State of the Nation Address, and monitored and evaluated agency compliance with Presidential directives and commitments. He was the focal person for the formulation of the responsible mining policy of the Aquino Administration and sat in the meetings of the various Technical Working Groups of the Interagency Mining Industry Coordinating Council. He was the Board Secretary of the Career Executive Service Board.
Atty. Glenn earned his BA Political Science and Master of Public Administration from the University of the Philippines (UP) Diliman, and his Juris Doctor from LPU. He is currently working on his Doctor of Public Administration degree at UP Diliman.
