César is currently the Executive Director of Institutional Strengthening at the National Association of Universities and Higher Education Institutions (ANUIES). Additionally, he holds the position for the third time as president of the Board of Directors of the Mexican Association for International Education, A.C. (AMPEI), which encompasses the majority of Mexican higher education institutions. He has also served as the Director of Internationalization and Linkage at the Autonomous University of Chihuahua for 9 years. He is a professor in the Department of Humanities at the same university, a member of the Disciplinary Group of the Faculty of Philosophy and Letters at UACH, and serves as the Representative and Coordinator for Mexico within the Latin American Initiative for the Internationalization of Higher Education (INILAT).

His international and intercultural vision has been expanded through his education. He graduated from the University of Texas at El Paso (UTEP) with a degree in Organizational and Corporate Communication in the United States and obtained a Master's degree in Higher Education from UACH in Mexico. He is passionate about higher education, especially internationalization and student mobility, as well as international alliances for research, teaching, and outreach experiences.
