Isagani Pablo Angeles Jr

Dr. Isagani P. Angeles Jr., was born in Talavera, Nueva Ecija, Philippines on July 15, 1983. He graduated from Central Luzon State University - Philippines with a degree of Bachelor of Science in Fisheries in 2004 and got his license as Registered Fisheries Technologist in the same year. He obtained his Master of Science and Doctor of Philosophy in Aquaculture at the Department of Aquaculture, National Taiwan Ocean University, Keelung, Taiwan in 2008 and 2015, respectively. He is holding Professor VI position and designated as Vice President for Planning and Development and is concurrently designated as Director of the Freshwater Fisheries Center (a center under the Regional Niche Center for R&D (NICER) Program of Department of Science and Technology) at Isabela State University, Echague, Isabela, Philippines. He is the Program/Project Leader in several research studies on the development of feed diet and alternative technology on fish production funded by ISU and DOST-PCAARRD. In addition, he finished the Short Course Fellowship Program (Orange Knowledge Program) on Ecosystem Approach to Fisheries at the Wageningen Centre for Development Innovation, Netherlands in 2018.

She graduated Master in Education major in Administration and Supervision; and Masters in Business Administration. She earned her Doctor of Philosophy major in Technological Management. A researcher and was able to published research articles in Scopus Index. Her specialization focused on business management, education and accounting.

CHED Commissioner Marita R. Canapi joined the agency in February 2022. In her capacity as of the Board of Regents/Trustees for 23 State Universities and Colleges in the Philippines, Dr. Canapi has overseen substantial enhancements to academic programs, ensuring alignment with the Commission's standards. Dr. Canapi is currently appointed as one of the Governing Board Members of the Southeast Asian Ministers of Education Council Regional Center for Tropical Biology (SEAMEO BioTrop). She is also the oversight committee for the Technical Education Skills and Development Authority (TESDA).

Joy Capistrano

Dr. Joy C. Capistrano is the first female and first Manobo President of Agusan del Sur State College of Agriculture and Technology (ASSCAT), as well as the youngest female SUC President in the Philippines, appointed on February 28, 2020. A multi-awarded leader, she received distinctions such as Outstanding Leadership Skill (International Leaders Achievers Award), Woman of Influence and Outstanding College President (Asia Pacific Luminaire Awards), and Mindanao’s Woman of Strength (Mindanao People’s Excellence Awards). Recognized by the National Commission on Indigenous Peoples, Dr. Capistrano champions Indigenous Peoples' rights, with notable initiatives advancing IP empowerment and education.
An international speaker, she addresses topics on Indigenous Peoples and wetlands conservation, with impactful presentations like “The Future of Indigenous People and Beyond” and “Indigenous Entrepreneurship in Rural Areas: The Case of Manobo in Agusan del Sur.” She is also a GAD Champion and IPYC Adviser.

Raquelyn Jumawan-Dadang is a Sociology professor from Central Mindanao University (CMU) whose research interests are on environmental conservation and protection, sustainable development, social issues, women, and the elderly. Her engagement in research enables her to present papers in the local, national, and international conferences and publish in refereed journals. She earned the degree PDH in Sociology and Masters in Sociology from Xavier University, and the degree Bachelor of Arts in Political Science from Central Mindanao University. She is also an alumna of Nanyang Polytechnic International of Singapore where she took a training on Smart Nation and Industry 4.0
She has been in the government service for more than 30 years. Before joining Central Mindanao University, she was the Director of Instruction of Camiguin Polytechnic State College, Mambajao, Camiguin Province. She transferred in Central Mindanao University in 2014. Her dedication puts her in various positions. She served as the Department Chairperson of the Behavioral Sciences Department (2014-2019); the Director of Instruction in 2020-2022; Vice President for Academic Affairs in 2023; and recently, she is the Director of the International Relations Office, which main function is to bring CMU in the global stage and create ties with foreign Universities, industries and institutions.

In her role, she manages higher education matters related to Canada and the USA. ENGR. REYNALDO P. RAMOS, Ph.D, EnP is the 9th President of the Technological University of the Philippines (TUP), a licensed Civil Engineer and Environmental Planner. He was recently honored with the 2024 Distinguished Alumni Award by the Asian Institute of Technology (AIT), Thailand. He also serves as the Chairperson of SEANERGY in early 2025 - a regional network for engineering and sustainable development in collaboration with Commission on Higher Education (CHED) and Universiti Technologi Petronas (UTP), Malaysia. He also serves as the Vice President –External of the Philippine Institute of Environmental Planners (PIEP) – Romblon Chapter. Engr.
